MacArthur Authorizes Intelligence Officer, 1943
General MacArthur personally authorized Naval Intelligence Officer Lieutenant Wesley Spinney to take charge of all crashed Japanese planes in the South-West Pacific Area. Spinney carried with him a miniature copy of this letter in a watertight card holder (on the right).
